Our experts actively participate in industry organization initiatives and provide the expertise for far-reaching programs such as regional and national interoperability initiatives.
Chief Executive Officer
Keith Rayborn joined ETC as the Chief Executive Officer in July 2015. Mr. Rayborn has nearly three decades of progressive leadership experience in both domestic and international aerospace, defense and electronics industries. Mr. Rayborn has held multiple leadership roles in major corporations such as Lockheed Martin, Northrop Grumman, Elbit Systems of America and Plasan US.
Cyndi Robinson, PHR
Director of Human Resources
Cyndi Robinson is ETC’s Director of Human Resources. She is responsible for all Human Resource functions including recruiting, employee relations, benefits, and payroll administration. Ms. Robinson brings more than 17 years of experience in Human Resources and Compensation Management.
Director of Capture Management and Business Development
Mr. Holbert, who joined ETC in 2002, is a knowledgeable and accomplished leader who serves as ETC’s Director of Project Management Office. His areas of expertise include IT infrastructure, fiber optic systems, software development, operations, maintenance, and program management activities. Mr. Holbert is accountable for overseeing ETC operations, engineering, roadway installation, system implementation, and system maintenance.
Chief Financial Officer
Mario Riemma joined ETC as Chief Financial Officer in July 2012. Mr. Riemma has more than 20 years of financial and management experience serving both technology and consumer goods companies.
Vice President, Systems Development
Simon Cheng serves as ETC’s Vice President of Systems Development and oversees systems development, integration and delivery across all programs. Mr. Cheng joined ETC in 2002 and has more than 20 years of experience in business technology and software implementation for the tolling industry.
David Mace Roberts
David Mace Roberts is General Counsel and Compliance Officer of ETC. Mr. Roberts is responsible for all legal and compliance related matters on behalf of the company. Prior to joining ETC, Mr. Roberts has held senior executive legal and compliance positions with global technology companies.
