Southbound I-680 Express Lane. In November 2008, what is now the Alameda County Transportation Commission (ACTC) awarded ETC a project to implement and operate a High Occupancy Toll Lane (HOT Lane) on Interstate 680. Open to the public in September 2010, the Southbound I-680 Express Lane is located on a 14-mile stretch of highway between Highway 84 in the city of Pleasanton on the north and Highway 237 in the city of Milpitas on the south.

Eastbound I-580 Express Lane. In May 2010, ACTC selected ETC to provide systems integration for the eastbound I-580 Express Lanes Electronic Toll System Project. The new I-580 Express Lanes will be located on a 12-mile eastbound stretch of I-580 from just west of the Hacienda Drive interchange in Pleasanton, CA to just east of the Greenville Road undercrossing in Livermore, CA. The I-580 Express Lanes are anticipated to begin collecting tolls in 2013.

The primary objectives of these projects are to improve travel efficiency in the corridors and provide more options to individual travelers. To successfully meet those objectives, ETC’s solution is designed with a full range of important, integrated capabilities including AVI toll collection, congestion management, dynamic pricing, dynamic message signs, CCTV, violation enforcement system in the lanes, vehicle detection throughout the roadway for vehicle counting and speed determination, and CHP enforcement.

Carpool vehicles with two or more people, motorcycles, transit buses, and eligible hybrids will be able to use the lanes free of charge. Vehicles that do not qualify for HOV status will be able to use the Express Lane by paying a variable toll via an established FasTrak® account. ETC’s Dynamic Pricing Module calculates the toll rate based on the traffic conditions and level of congestion in the HOT Lane and general purpose lanes. Dynamic message signs display the toll in advance of motorists entering the lane.

The Express Lane Projects incorporates several advanced features including:

  • AVI FasTrak toll collection
  • Congestion management
  • Dynamic pricing
  • Trip calculation
  • Vehicle detection along the roadway
  • Dynamic message signs
  • CCTV system
  • Interface to the Bay Area Transit Authority (BATA) Regional Customer Service Center
  • CHP enforcement solutions
