Harris County Toll Road Authority

ETC Corporation has worked with HCTRA since 1998 and was awarded the role as systems integrator, maintenance, and supplemental service provider in July 2001. Under this contract, ETC Corporation provides overall program management, integration, and management services for HCTRA’s toll collection system, HETCS (Harris County Electronic Toll Collection System).

ETC Corporation is both the project manager and the systems integrator for the HETCS program. As such, ETC Corporation is providing and integrating the following new subsystems for HCTRA:

Westpark 'All Electronic' Tollway

Since 2001, HCTRA and ETC Corporation have systematically renovated HCTRA’s aging toll collection system, replacing more than 250 lanes of legacy subsystems. The new integrated system is powered by the RITE® Solution and features the RITE® Redundant Lane Controller system for open road tolling (ORT) and TollView for real-time toll operations and maintenance.

Furthermore, ETC Corporation is the toll systems consultant for HCTRA’s all electronic Westpark Tollway, which opened May 31, 2004, as well as the ORT design for the I-10 Managed Lanes project scheduled to open in 2008.

ETC’s RITE® CSC solution supports HCTRA’s customer service center operations of nearly 80 CSRs and processes transactions for more than 500,000 EZ TAG customers. HCTRA currently processes approximately 1 million transactions per day, including regional interoperable transactions from the North Texas Tollway Authority. Additionally, HCTRA (using the RITE® Solution) acts as the transaction and customer service clearinghouse to the Fort Bend County Toll Road Authority.

In addition to our system integration maintenance responsibilities, ETC Corporation provides HCTRA with a proactive transponder recall and refurbishment program, replacing EZ TAGs when they near the end of their expected battery life. Further, ETC Corporation provides supplemental call center operation services.
