Our leadership team is one of the most experienced, innovative and forward-thinking in the industry.

This team has been instrumental in delivering complex toll collection solutions throughout the nation and across the globe, and as such, team members are frequent speakers at industry forums.

Our leaders actively participate in industry organization initiatives and provide expertise for far-reaching programs such as regional and national interoperability initiatives.

  1. KEVIN HOLBERT

    President


    Kevin Holbert, who joined ETC in 2002, is a knowledgeable and accomplished leader with over 28 years of experience in the tolling industry – as a manager of information systems at a tolling authority, a consultant, and an executive of a full systems integration provider. This diverse background, spanning engineering and delivery, informs Kevin’s unique and seasoned perspective as a business development leader in the industry. As an executive leader at ETC for nearly two decades, Kevin has been instrumental in steering the company through numerous corporate transformations, deliveries, and technology upgrades.

  2. DARBY SWANK

    Chief Operations Officer


    Darby Swank is an industry veteran, who brings 20 years of experience in the tolling and intelligent transportation systems (ITS) industries, with over 15 years of experience managing large-scale, multi-disciplined toll projects. He has served in executive and senior leadership roles with a number of leading mobility technology providers. Throughout his career, he has overseen a large portfolio of complex transportation projects in the United States, ranging from open road tolling (ORT) to ITS projects, directing all execution aspects from technology development to project delivery and operations. As a long-term member of the Finance Committee for the International Bridge, Tunnel, and Turnpike Association (IBTTA), Darby has also made strategic contributions to tolling and mobility policy and best practices. Darby holds a bachelor’s degree in Business Administration from the University of Texas at Arlington.

  3. MIKE CHILDRESS

    Chief Technology Officer


    Mike Childress joined ETC as CTO in 2021, with over 25 years of IT experience, ranging from strategy planning to tactical implementation across all dimensions of IT. His most recent transportation experience includes oversight of all application development for Hawaiian Airlines. His senior technology leadership and consulting roles span application portfolio management for major transportation enterprises, such as Delta Air Lines and American Airlines, EDS, VMware, FedEx, Cummins Engines, and Bank of Montreal.

    Mike’s industry experience includes advice, guidance, and implementation of business and technology transformation, across all aspects of business models, systems and architecture, data architecture, infrastructure, operations, organizational design and effectiveness.

    Mike holds a B.A. degree in Business Analysis & Research specializing in Computer Information Systems from Texas A&M University. His technology leadership and initiatives have been recognized with the Computerworld Premier 100 IT Leaders Award and the Smithsonian Award for Technology.

  4. RAJ NAGARAJU

    Executive Vice President, Revenue and Business Development


    Raj Nagaraju, who first joined ETC in 2002, serves as the Executive Vice President of Revenue and Business Development. In his role, Raj is tasked with implementing strategies to drive new business pipelines and revenue targets. Since first joining ETC, Raj has gained experience in data migration, reports validation, and interfacing with customers during SDLC, testing, and review cycles. Raj holds an MBA in Management Information Systems from the University of Missouri and a Project Management Professional (PMP) certification from the Project Management Institute.

  5. RANDY MOORE

    Vice President,  Business Development


    Randy Moore is an experienced Certified Public Accountant who brings 20 years of tolling industry experience. From 2008 to 2014, Randy served ETC as the Senior Project and Program Manager for the North Texas Tollway Authority (NTTA). After spending two years as an ERP Systems Manager at Lehigh Hanson, Randy returned to ETC in 2016 as Business Development Manager and currently serves as Vice President of Business Development. Prior to joining ETC, Randy served as Division Director for the Oklahoma Turnpike Authority (OTA) for 12 years. Randy holds a BS in Accounting from the University of Central Oklahoma.

  6. ALTAMASH AHMED

    Vice President, Program Management


    Altamash Ahmed has over 15 years of management and technology experience in transportation, healthcare, communications, and financial services.  Altamash joins ETC from Kapsch, where he was the Vice President, Back Office Solutions, responsible for the for BOS business in the North American and Asia-Pacific regions.  Prior to Kapsch, he was the Director of Program Management at Conduent.  Altamash has successfully designed, developed, implemented, and led various Program Management Offices (PMO) throughout his career serving both private and public sector customers.  Altamash holds both a master’s and bachelor’s degree in Management Information Systems (MIS) from the University of Phoenix and University of Maryland, Baltimore County, respectively.

  7. JOSHUA LITTLESUN

    Vice President,  Delivery and Infrastructure


    Josh LittleSun is a technology expert with 18+ years of experience. Josh began his tolling career at ETC as an intern. He then rose through the ranks to now be the Vice President of Delivery and Infrastructure where he will lead the software and infrastructure teams. In this new role, Josh will be focused on the core delivery programs across the organization, ensuring consistency and excellence in our project implementation. This promotion is an integral part of ETC’s strategy to transform the company through a diversified approach to growth, efficiency, and delivery quality. Josh has a B.S. in Electrical Engineering from the University of Texas in Dallas.

  8. WANDA SNEED

    Director,  Major Accounts


    Wanda Sneed is an experienced Tolling professional with 20 years of experience in project transitions, data migration, system/data analysis, system delivery, project and resource forecasting and planning. In her role as Director of Major Accounts, Wanda has been tasked with project implementation and delivery oversight for various customers. She is also currently an active member of the International Bridge Tunnel and Turnpike Association (IBTTA) Women in Tolling Council and chairs the Outreach Committee. Wanda holds a B.A. in Business Administration from Howard University in Washington, DC.
